गुडग़ांवI प्रिंस हत्याकांड में जुवेनाइल जस्टिस बोर्ड में शुक्रवार को सुनवाई हुई। जुवेनाइल जस्टिस बोर्ड के समक्ष पीजीआई रोहतक के मनोचिकित्सकों की गठित की गई कमेटी ने अपनी रिपोर्ट प्रस्तुत की। रिपोर्ट में मनोचिकित्सकों ने बताया कि वर्तमान में ऐसा कोई टेस्ट भोलू का नहीं किया जा सकता, जिससे पता चल सके कि 5 वर्ष पूर्व भोलू की मनोस्थिति क्या थी। रिपोर्ट में मनोचिकित्सकों ने यह भी कहा है कि आरोपी भोलू की पुरानी रिपोर्ट व रिकॉर्ड के आधार पर उसकी काउंसलिंग कर कुछ जानकारी हासिल की जा सकती है। जुवेनाइल जस्टिस बोर्ड ने इसके लिए आदेश दिए हैं कि आगामी 19 सितम्बर को भोलू को पीजीआई रोहतक के मनोचिकित्सकों की गठित कमेटी के सामने पेश किया जाए, ताकि कमेटी के सदस्य उसकी काउंसलिंग कर 5 वर्ष पूर्व की उसकी मनोस्थिति का पता लगा सकें।
जुवेनाइल जस्टिस बोर्ड अब इस मामले की सुनवाई आगामी 21 सितम्बर को करेगा। जस्टिस बोर्ड इस मामले में मनोचिकित्सकों से यह राय जानना चाहता है कि क्या आरोपी भोलू की इस समय किसी प्रकार की जांच कराना उचित होगा। सर्वोच्च न्यायालय ने पीडि़त पक्ष की याचिका का गत 13 जुलाई को निपटारा करते हुए जुवेनाइल जस्टिस बोर्ड को आदेश दिए थे कि बोर्ड अपने पूर्व के आदेश पर पुनर्विचार कर यह फैसला ले कि आरोपी भोलू का मामला बालिग आरोपी के रुप में चलाया जाए या फिर नाबालिग आरोपी के रुप में। जुवेनाइल जस्टिस बोर्ड ने सर्वोच्च न्यायालय के आदेश का पालन करते हुए पीजीआई के 3 मनोचिकित्सकों की कमेटी का गठन कर राय मांगी थी कि क्या अब भोलू का कोई टेस्ट कराना प्रासंगिक रहेगा या नहीं।
जिस टेस्ट से यह पता लग सके कि जब इस घटना को अंजाम दिया गया था, उस समय भोलू को इतनी समझ थी कि वह जो कर रहा है, उसका क्या परिणाम हो सकता है। गौरतलब है कि वर्ष 2017 की 8 सितम्बर को जिले के एक निजी स्कूल के शौचालय में कक्षा दूसरी के छात्र की गला रेतकर निर्मम हत्या कर दी गई थी। पुलिस ने आनन-फानन में स्कूल बस परिचालक अशोक को गिरफ्तार कर जेल भेज दिया था। जब परिजनों ने इस मामले की जांच सीबीआई से कराने की प्रदेश सरकार से गुहार लगाई तो सरकार ने इसकी मंजूरी दे दी थी। जब सीबीआई ने अपने तरीके से मामले की जांच की तो स्कूल में ही शिक्षा ग्रहण कर रहे 11वीं के छात्र भोलू को प्रिंस की हत्या करने के आरोप में गिरफ्तार कर लिया गया था। जो अभी भी हिरासत में है। परिचालक अशोक को सीबीआई ने इस मामले से निकाल दिया था।
